Since the 1970s, the concern with the use of the results of external evaluations for the improvement of organizational policies to quality and safety has generated numerous studies around the world. In Brazil, this debate seems to have not yet received proper attention. In Brazil, still prevails the idea that there is a simple linear relationship between evaluation and improvement of quality and safety in institutions. We are currently discussing the importance of external ratings for the transformation of quality and safety standards in Brazilian institutions.
This debate shall refer to an essential issue and that has generated a broad question about assessment practices adopted to date, as well as on how it is structured the evaluation function.
External evaluation is increasingly used worldwide to regulate and improve the health care providers, especially hospitals. The most common models are peer review - accreditation. Accreditation has been gradually adapting to meet the new demands of public accountability, clinical effectiveness and quality improvement and safety.
